Gov. Robert F. McDonnell (R) told reporters this weekend that the failure of legislators to find millions of dollars for the state’s clogged roads does not mean he will stop looking for transportation money.

McDonnell said there’s still a chance legislators will put some money in the state’s budget when they return later this month to finish the two-year spending plan. But regardless, he said, he plans to have additional proposals next year.

“Every year we have made some progress on transportation,” he said. “This is certainly not the end. It’s ongoing.”

The House had largely endorsed McDonnell’s modest plan of diverting a portion of the sale tax — about $100 million from core services such as education and public safety — to transportation. The Senate had pushed a proposal that would raise the gasoline tax at the rate of inflation.

Late Saturday, negotiators scrapped both plans and left in some small changes, including selling the naming rights to roads and bridges, which McDonnell’s administration estimates could bring in $5 million to $20 million annually

“I think people will be surprised on the naming rights . . . about how much that might be able to generate,” he said.

McDonnell has made transportation funding one of his top priorities this year, along with pension reform and higher-education funding. Last year, the General Assembly signed off on McDonnell’s plan to borrow nearly $3 billion for construction over three years — the largest infusion of funds into the cash-strapped transportation coffers in more than two decades.

But this year, some legislators in both parties said they had serious reservations about whether McDonnell’s new plan, which was estimated to bring in at least $115 million, would provide enough money for maintenance and whether it would amount only to a short-term solution to a perpetual problem.

While the Senate stood in recess Saturday night after the vote, one Republican got busy with marker and paper, making corporate sponsorship signs for the chamber’s polished wooden desks.

Senators embraced the corporate signs, even if they didn’t like the real naming-rights deal. Sen. Richard L. Saslaw (D-Fairfax) proudly showed off his — “This desk sponsored by pay-day lending,” it read — even though he’d complained that the road-and-bridge scheme would dishonor deceased state troopers for which many bridges are currently named, and lead to commercialization in other areas of the commonwealth.

“You will see the Burger King High School, mark my words,” Saslaw said.

Sen. Dave Marsden (D-Burke) made a similar warning: “Are we going to look up at this skylight one day and see ‘Exxon’ because we’ve sold the naming rights to our chamber?”

Predicting they are in for a “long, bitter fight,” an attorney who is fixing to wage battle against tolls at the Downtown and Midtown tunnels began to roll out his strategy Monday to hundreds of supportive residents.

Patrick McSweeney said he will file a lawsuit within days in Portsmouth Circuit Court to challenge the legality of the $2.1 billion transportation project the state agreed to in December with a private partner, primarily to expand the Midtown tunnel.

McSweeney said his case will rest on the argument that state legislators unlawfully delegated “unfettered power” to the Virginia Department of Transportation to craft the deal, which relies heavily on tolls.

“This will not be won easily,” he said.

He spoke to an estimated 500 people who crammed into a funeral chapel owned by state Del. Kenny Alexander, D-Norfolk, who retained McSweeney to work on the suit. Many in the crowd viewed a court challenge as their last hope to derail a project that state officials and their own elected leaders have been saying for months was a done deal.

Several state legislators who represent Hampton Roads sat at the front of the room, and a few spoke briefly. Del. Chris Jones, R-Suffolk, recalled for the crowd his criticism of the Midtown project, including the way it was signed without final public review and the fact that the Downtown Tunnel will be tolled with no expansion of its capacity.

But when Jones said he was still working on a way to bring down the cost of the tolls, people in the crowd shouted him down. They wanted no talk of reduced tolls.

“No!” they yelled. “No tolls! No tolls!”

Later, a couple of hundred people filed into a closed room to hear more specifics from McSweeney and offer their names as potential plaintiffs in the suit. Before that talk was done, organizers had at least 14 pages of volunteers.

SIOUX FALLS -— South Dakota plans to get a longitudinal data system that links student scores and other information to individual teachers.

The Argus Leader reports (http://argusne.ws/wLArtP) that the state’s Department of Education officials have signed a five-year $2.3 million contract with Otis Educational Systems of Georgia.

The goal is to link the state’s public school districts with the Otis system by next year.

South Dakota already collects data on test scores, attendance and family income, but now the information will help identify trends and will be vital to a new school accountability system and teacher reforms authorized by the Legislature last month.

Researchers will use the information to assess the effectiveness of small class sizes and special math interventions, or figure out which teaching colleges produce the most talented graduates.

SC: SC-based charter airline cancels flights

Myrtle Beach International airport director Mike LaPier said all operations by Direct Air were suspended Monday night.

LaPier said flights were canceled because of a fueling issue.

It was unclear how many people were affected. The airline serves 17 cities in the East and Midwest.

There was no answer at Direct Air telephones early Tuesday. LaPier said a statement was expected Tuesday.

Allan Pilkey was stranded in Myrtle Beach and learned he would not be flying home late Monday afternoon. Pilkey was headed to the Niagara Falls, N.Y., on his way to the Toronto area.

He says he was not given any options or reasons for the canceled flight.
