RICHMOND

The Virginia Senate Finance Committee may have set the stage for a future transportation funding debate by advancing a budget that calls for postponing collection of new tunnel tolls in South Hampton Roads until 2014.

Committee members Thursday moved toward resolving a stalemate over a two-year state spending plan when they met to consider amendments to House budget bills.

Senators were briefed on a plan to reprogram $272 million in spending, but the most involved discussion focused on the Midtown and Downtown tunnels.

The legislation now heads to the full Senate for a vote Monday. At that point, Democrats also plan to push an amendment requiring that state and private insurers pay for pre-abortion ultrasounds mandated under a new law.

Previous budget bills were killed by Democrats during the 60-day legislative session, victims of a partisan dispute over control of the Senate, now divided 20-20 with Republicans.

Democrats made a list of budget demands before the General Assembly adjourned from its regular session earlier this month, and several recently hinted that enough of their requests were met to ease passage of a budget, irrespective of the power dispute.

The appropriation legislation ultimately will go to a select group of delegates and senators to hash out a compromise on the two-year plan inspired by the $85 billion package Gov. Bob McDonnell proposed.

It’s unclear whether the toll delay and other transportation amendments in the Senate plan will survive that process. Dels. Chris Jones, R-Suffolk, and Johnny Joannou, D-Portsmouth, will be among the budget deliberators.

Collection of tunnel tolls – of as much as $1.84 during rush hours – is slated to begin later this year, but it would be put off under Portsmouth Democratic Sen. Louise Lucas’ amendment, which won the committee’s support Thursday.

As the price of regular unleaded gasoline edged as high as $3.99 per gallon at several Lincoln service stations Thursday, President Barack Obama was in Oklahoma, promoting completion of the Keystone XL petroleum pipeline from Cushing to Gulf Coast refineries.

That’s right. The same president who denied TransCanada’s application to build the northern leg of the same pipeline through Nebraska in January is endorsing the southern leg in March.

The 485-mile Cushing extension would connect Canadian oil sands with the largest refinery complex in the United States. Crude oil would flow through TransCanada’s first Keystone pipeline, which passes through the Lincoln area just west of Seward.

Eventually, that could shave a few cents off fuel prices in parts of the country where regular unleaded already has surged past $4 a gallon, including California and New York. And it could take some pressure off the president as he seeks re-election in November.

But it also could add to the price of retail gasoline in the Midwest.

A year ago, Colorado-based energy industry analyst Philip Verleger warned of the possibility of a Keystone XL-related increase of perhaps 7 cents per gallon in an area that includes Nebraska.

On Thursday, Patrick DeHaan, senior petroleum analyst for the price-watching GasBuddy.com, agreed market forces could move fuel prices in that direction.

“I share that concern,” he said in response to an email inquiry. “Any diversion of Canadian oil away from the Midwest and Rockies may hurt.”

One reason is that the Cushing project would create an export outlet for Canadian oil.

Another reason, cited by Verleger earlier, is that oil moving on to the Gulf is oil moving away from refineries in Illinois, Kansas and other Midwestern states.

As TransCanada completed the first phase of its first pipeline through Nebraska in 2010, the pipe took a sharp eastward turn along the Nebraska-Kansas border and headed for Illinois.

The company finished its southern, Steele City-Cushing leg after that and began routing oil to Cushing early last year.

But Verleger and others have said that the gap between Cushing and the Gulf kept more oil in the Midwest and resulted in cheaper transportation costs between Midwest refineries and

Motorists frustrated with high gas prices should be on the alert — your pain at the pump could get worse, and it has nothing to do with Middle East tensions or gas company profits. Sadly, many in the transportation industry and lawmakers in Pennsylvania believe the only way to fix our roads is to increase gasoline taxes and charge drivers more in vehicle fees.

This low-octane loser is surely another wrong exit for taxpayers whose tank is already on empty. To be certain, Pennsylvania’s roads and bridges need repair. But before taking one more dollar from working men and women through higher prices at the gas pump, lawmakers must do a better job spending the billions in taxes and fees they already get.

Gov. Corbett’s Transportation Funding Advisory Commission proposed uncapping the oil franchise tax — bumping up gas prices by an estimated 10 cents or more per gallon — while also increasing vehicle and license fees.

Advocates for more transportation taxes and fees claim Pennsylvania, due to the lack of transportation funds, has the most structurally deficient bridges and some of the worst roads in the country. While Pennsylvania’s roads and bridges might indeed be poor, there is simply no shortage of transportation dollars.

U.S. census and Federal Highway Administration data show Pennsylvania spends more than $61,000 per highway mile, the seventh-highest road spending in the country. State highway spending exceeds $588 per person, more than 41 other states. And, state transportation spending has risen by more than 127 percent since 1995.

The bottom line: Funds are available, but they’re not being spent well. Pennsylvania’s fiscal house is facing a four-alarm fire with the state’s spending crisis, and transportation must be considered in the context of all state spending. Fixing roads and bridges is a fundamental government responsibility, but many other state programs are not.

seeking legislation that would allow private-equity firms to
help finance construction of public-works projects, including a
new $5.2 billion Tappan Zee Bridge.

The bill would authorize the state to lease bridges, roads
and state buildings to help pay for construction, maintenance
and operations of infrastructure, said Thomas Madison, executive
director of the New York State Thruway Authority. Cuomo doesn’t
want to sell state assets, said Karen Rae, deputy secretary of
transportation. Carlyle Group LP (CG) and Macquarie Group Ltd. (MQG) are
among companies expressing interest in the Tappan Zee.

“We’re still looking for opportunities to leverage private
investment” in the Tappan Zee, Rae said in an interview in New
York. “The reason we’re moving ahead with public financing is
because, number one, we don’t currently have a state law that
allows us to do public-private partnerships.”

The state has applied for a $2 billion federal loan and is
looking to sell toll-backed bonds to help build a replacement
for the Tappan Zee Bridge. The three-mile Hudson River span,
which connects Rockland and Westchester counties as part of the
Thruway system, carries 138,000 vehicles a day, 40 percent more
than planners intended when it opened in 1955.

All Sam Schwartz needs now is a champion.

The former city traffic commissioner has spent a year and a half quietly trying to build support for his plan to toll the city’s East River bridges and drivers passing south of 60th Street, cut tolls for drivers in the outer boroughs, and use the resulting flood of new revenue to right the listing finances of the Metropolitan Transportation Authority.

In one-on-one and group briefings, Mr. Schwartz has presented his frequently tweaked PowerPoint as many as 35 times to city and state officials, including Deputy Mayor Cas Holloway, along with banks and fellow engineers.

Mr. Holloway this week said Mayor Michael Bloomberg remains open to the concept of congestion pricing but isn’t pursuing the idea actively. Mr. Bloomberg spent enormous sums of money and political capital to get congestion pricing through the state Legislature in 2008, only to see it die without a vote.

Meanwhile, Mr. Schwartz has yet to reach the state’s most powerful players—Gov. Andrew Cuomo, Assembly Speaker Sheldon Silver and Senate Majority Leader Dean Skelos. Spokesmen for Mr. Cuomo and Mr. Skelos didn’t respond to requests for comment. A spokesman for Mr. Silver declined to comment on the plan.

Mr. Schwartz concedes: “All this means nothing if the three men in a room don’t agree.”

But Mr. Schwartz—a loquacious native New Yorker who wrote a newspaper column for years on traffic and served as traffic commissioner during the 1980s, when the city infrastructure was crumbling—said he relishes reviving an argument that has been mostly quiet over the past four years.

The patrol is expanding its Trooper on a Bus program in the northeastern part of the state this week. It involves troopers who ride on buses to observe motorists violating traffic laws and radio that information to troopers in nearby squad cars.

The program already is in use in western North Dakota’s oil patch, where buses operate in the midst of heavy industrial traffic.

Montana’s wild country is priceless, but that doesn’t mean we can’t put a few dollar signs on it.

In fact, the Institute for Tourism and Recreation Research at the University of Montana has done just that. The institute reports out-of-state tourism contributes some $2.45 billion annually to the Montana economy and more than 34,000 Montanans have jobs related to tourism.

Take a moment to consider what attracts tourists (and their money) to Montana. It’s our state’s beauty and character, our clean water and great fishing, our wildlife and unmatched hunting, our wide-open spaces and wild places.

A bill in Congress – co-sponsored by Rep. Denny Rehberg, R-Mont. – that would strip protection of roadless areas in our national forests threatens the very best of these qualities. House Bill 1581 takes aim at backcountry areas, the watersheds for our trout streams and the most secure areas for our elk and other wildlife. This bill, the Wilderness and Roadless Area Release Act, threatens the very beauty and character of our landscape.

That’s why, on March 14, 100 business owners from 30 different communities across Montana sent a letter to our congressional delegation encouraging them to oppose the development of our roadless lands. Businesses from small towns like East Glacier Park and Twin Bridges were on the list, as well as businesses from larger cities like Missoula and Billings. Each and every business depends on roadless lands, and the list is growing.

This isn’t the first time roadless lands have been threatened. For decades – since the 1970s – some politicians have taken turns trying to force development of roadless lands. The issue has been studied to death, legislated ad nauseum and litigated endlessly. Public support for roadless-area protections has always been strong. Each time roadless areas come under attack, Montanans, including businesses like outfitters, fishing guides, sporting goods dealers and others that benefit from and market the Montana experience are forced to stop what they’re doing to rise in defense. This costs time, and it costs money.
