ALBUQUERQUE, N.M. — The New Mexico Department of Transportation is getting a $1 million federal grant to help combat drunk driving.

U.S. Senator Tom Udall, a New Mexico Democrat, says the money is part of an incentive program by the National Highway Traffic Safety Administration that encourages states to enact and enforce laws and implement programs to combat drunk driving.

Udall says it was not long ago that New Mexico ranked first in the nation in alcohol related fatalities. Since then, he says, the state has tackled the problem head-on. The funding, he says, will help New Mexico sustain that progress and keep drunk drivers off New Mexico roads.

RALEIGH, N.C. (AP) — Money from the state gas tax and other highway fees is being spread around to 500 North Carolina cities and towns for urban road work.

The state Transportation Department said Tuesday it’s distributing $138 million for local roads. Half the money was sent out last week and the rest is coming in January.

The amount each municipality gets is based on a formula set by the General Assembly. Seventy-five percent of the funds are awarded based on population, while the remaining 25 percent is based on the number of street miles each municipality maintains.

Each community determines how to spend its money.

Charlotte received the highest amount at $19 million, followed by Raleigh at $10 million. Twenty-one cities received at least $1 million for their transportation projects.

LANSING — Supporters of building a new public bridge between Detroit and Windsor are no closer to winning critical support from a key Senate committee that began hearings on the issue in June.

After announcing last week that his Economic Development Committee would vote on the New International Trade Crossing today, Sen. Mike Kowall, R-White Lake Township, said Tuesday a vote is unlikely because not enough committee members support the plan.

Earlier Tuesday, Senate Republicans caucused behind closed doors for about two hours trying to shake loose enough support for the project, which, so far, is the first of Gov. Rick Snyder’s top priorities to be blocked by fellow Republicans.

“We were in there with sticks pounding each other,” said Kowall, who has opposed the project. “It got pretty tense.”

If supporters, including Majority Leader Randy Richardville, R-Monroe, can’t get the bridge plan out of committee, options are limited.

They could seek a discharge of the bill to bring it to the full Senate, but that requires a two-thirds vote — which would be another challenge. Richardville also could reassign it to a committee whose members are more likely to support it.

A final alternative and one the Snyder administration is reluctant to use would involve moving forward on the plan without the approval of the Legislature.

Bridge proposal’s prospects are looking dim in committee

LANSING — This isn’t the scenario Gov. Rick Snyder or Senate Majority Leader Randy Richardville wanted.

Both are big supporters of building a new public bridge between Detroit and Windsor. The proposal has broad support from business and labor.

But, after a storm of TV ads and hefty campaign contributions by the proposal’s key opponent, the private owner of the Ambassador Bridge, prospects for approval in the Senate’s Economic Development Committee remain dim.

“We’ll finish up our hearings tomorrow and then decide what’s going to happen next,” said state Sen. Mike Kowall, R-White Lake Township, chairman of the committee. “But I don’t think we’re going to take a vote tomorrow” as had been planned a week earlier.

Still, Kowall said he wants a vote, even if it shoots the bridge down.

MD: Voters oppose raising gas tax

Some longtime observers say the opposition isn’t just about the added dollars the public would pay, it’s about the public’s lack of confidence the state will use the money for transportation.

The answer, these observers say, is to amend the state constitution to prevent transferring Transportation Trust Fund money to the state’s general operating fund.

Seventy-eight percent of voters oppose increasing the tax by 10 cents per gallon, according to the survey. Even a 5 cent per gallon increase meets with opposition, as 59 percent of voters said they do not support such an increase.

The survey was conducted by Annapolis-based Gonzales Research Marketing Strategies for the Mid-Atlantic Petroleum Distributors Association and the Maryland Motor Truck Association, two organizations that oppose raising fuel taxes.

“It tells me the general population – nearly 80 percent of Marylanders – are not interested in seeing their gasoline prices increased for any purpose,” said Pete Horrigan, president of the Mid-Atlantic Petroleum Distributors’ Association.

“This survey tells us what we have known anecdotally for several years,” Horrigan said.

The survey of voters included 452 Democrats, 252 Republicans and 101 independents.

Among Democrats, 47 percent said they either “strongly favor” or “somewhat favor” raising the tax 5 cents a gallon, while only 23 percent of Republicans favored the increase.

When the suggested tax jumped to 10 cents per gallon, the levels of support dropped even more. Twenty-six percent of Democrats surveyed and 14 percent of Republicans said they would favor the dime increase.

While no region of the state supported raising gas taxes, the opposition was less strong in Baltimore and the Washington, D.C., suburbs than anywhere else in the state. Opposition was strongest in Western Maryland and on the Eastern Shore, both largely rural areas.

Gov. Martin O’Malley has said the state needs to raise $800 million more each year because the transportation system could financially collapse. His administration has proposed raising tolls and the cost of registering a vehicle.

The fuel tax rate has been 23.5 cents per gallon for gasoline, and 24.25 cents per gallon for diesel fuel since 1992.

A Maryland transportation funding panel is leaning toward boosting the state’s gas tax and raising vehicle registration fees as it narrows down a list of recommendations for raising about $800 million a year in new money for transportation.

The state’s Blue Ribbon Commission on Transportation Funding won’t formally decide on the recommendations to Gov. Martin O’Malley and the General Assembly until Oct. 25, but the panel on Tuesday ruled out a sales tax increase or property tax increase to help raise the new money.

Gus Bauman, the panel’s chairman, said the commission’s top recommendation will be for state officials to end the practice of steering money away from the state’s Transportation Trust Fund to fill other budget holes. Bauman said the panel will recommend a constitutional amendment ending the practice.

FORT MITCHELL, KY. — The number of traffic fatalities is dropping across Kentucky and the commonwealth appears to be on track for a sixth consecutive year of decline.

The Kentucky Office of Highway Safety reports traffic deaths are down 7.7 percent statewide from the same time last year, according to The Kentucky Enquirer.

The decline comes despite a significant increase in the number of crashes in northern Kentucky counties where there is considerable highway construction under way. In Kenton County, wrecks so far this year are up 27.2 percent, although there have been only three deaths — one fewer than this time last year.

Authorities say installation of cable barriers on interstate highways and the presence of police in construction zones have helped cut the number of traffic deaths.

From suburban road widenings to urban interchanges to new MARTA lines, $6.1 billion worth of metro Atlanta transportation projects survived final challenges Tuesday, and stand ready to be approved this week as the 10-county region’s proposed project list.

If approved by regional officials in a vote scheduled for Thursday, the list will go before voters next year in a referendum, along with a regional 1 percent sales tax over 10 years to fund it.

“I’m relieved,” said B.J. Mathis, chairwoman of the Henry County Commission.

Mathis is among the 21 mayors and county commissioners from across the region who are on the “roundtable” forming the project list. Many were not certain that representatives of such disparate areas as the urban, suburban and rural parts of the region would be able to agree on splitting up so much money in a time when transportation funds are so rare and sought after.

Mathis raised one of the final challenges to the list, a concern that Georgia Regional Transportation Authority Xpress commuter buses needed more funding. Outer counties including hers argued that the money should come from inner counties’ projects, such as funding for MARTA repairs.

The final struggle was a remarkable change from years past, in that the outer counties were fighting not for a road project, but for a transit system — just their own preferred transit system.

The Xpress bus issue was proposed for discussion last week but raised tensions so high that members put it off and scheduled a special meeting Tuesday to deal with it and other remaining loose ends.

“The parties are trying to work out an amendment that risks tearing apart this entire process,” Atlanta Mayor Kasim Reed said last week, advocating to give them time.

After last week’s meeting, staff and elected officials from several counties met and worked out a solution. Of the $180 million that GRTA staff say they need to keep running at full tilt for 10 years, some work will be taken over by other referendum projects
