Gov. Andrew Cuomo expressed doubts on Monday about a bill authorizing Mayor Michael Bloomberg’s plan to allow livery cabs to pick up passengers who hail them on the streets outside of Manhattan, raising questions about whether he’ll sign it.

“There are a number of concerns about the bill. The more time goes on, the more concerns are raised,” he said at a press conference. Support, he said, “appears to be dissipating.”
