CASPER, Wyo. — The Wyoming Transportation Commission has awarded contracts worth nearly $20.3 million for 13 projects across the state.

The Casper Star-Tribune (http://bit.ly/zIo9JW ) reports the top three projects make up more than half the total amount of money.

A $6.3 million contract was awarded to H-K Contractors of Idaho Falls, Idaho, to build parking areas for motorists to install or remove tire chains on Interstate 80 east of Evanston. A parking area at the Fort Bridger Interchange will accommodate 100 trucks when needed during highway closures.

Lovell’s Mountain Construction received a $2.6 million contract for patching work on highways in Big Horn, Fremont, Hot Springs, Park and Washakie counties.

Meanwhile, Custom Lighting Services, of Sandy, Utah, will get $2.4 million to install electronic equipment on I-80 and state Highway 28 to broadcast road, weather and traffic information.

SALT LAKE CITY — The Utah House approved a bill Friday that prohibits local governments from enacting ordinances that target idling vehicles.

HB104 aims to trump a new Salt Lake City law that makes it illegal to leave a car idling for more than two minutes. The House bill now moves to the Senate.

“We give authority to local entities and at certain times we take that back when we find it’s inconsistent with state policy,” said bill sponsor Rep. Wayne Harper, R-West Jordan.

Rep. Patrice Arent, D-Salt Lake, opposed the measure, saying the Legislature shouldn’t be micromanaging cities.

The Salt Lake City Council approved its ordinance in October making idling of vehicles engines a crime punishable by a fine of between $50 and $210, depending on the number of offenses and how quickly fines are paid. City leaders said the goal is to improve air quality in Salt Lake Valley, where more than 50 percent of air pollution comes from vehicle exhaust.

TX: DART’s zero-tolerance policy

Dallas Area Rapid Transit chief Gary Thomas made the right call last week in rolling out a zero-tolerance policy for misbehavior on DART vehicles and property.

The new practice of posting uniformed security personnel on every train, and doing regular sweeps of busy platforms, are customer-friendly moves from an agency that needs to keep hustling for customers. Announcing the resolve sooner after the fatal gunbattle in Richardson on Feb. 7 would have been preferable, but better later than not at all.

Absent a response, the recent spate of violent crime at rail stations could erode the public’s confidence in the agency, regardless of whether DART could reasonably be expected to ward off random crime. That threat can’t be eliminated, but DART is doing the prudent thing in trying to minimize it.

A cop, fare inspector or security officer on every train tells troublemakers to move on.

The feeling of security can vanish in a heartbeat on a DART rail car or bus. All it takes is one pushy panhandler, one rider with boozy breath or one group of aggressive young people, and many paying customers will go looking for options.

DART’s most recent rider survey showed that, while more than 85 percent of passengers felt safe on board, that number had dipped from four years ago. Customer-security numbers were also down for rail and bus stops.

Paying an extra 1-cent sales tax, DART cities have made too big an investment in the multibillion-dollar rail system to watch passively as its property takes on the image of a danger zone. That’s not true, but perception is reality.

DART’s expansion of its light-rail network, the agency is quick to point out, is unrivaled by any transit system in North America. In many respects, DART is basing its future around the architecture of rail, and DART cities have been banking on property development around the stations.

Transit-oriented development has been an elusive goal in many areas, and the obstacles only rise if the public regards the nearby DART rail station as no safer than a saloon at closing time.

Thomas says redeploying police and fare officers will not leave critical areas unprotected.

PIERRE — South Dakota House members have passed an amended bill that prevents local authorities from prohibiting outdoor advertising altogether but allows them to regulate size, light intensity and measurements.

Lawmakers originally introduced the bill because of a referendum that passed in Rapid City last June. The referendum stopped new electronic billboards from going up, and lawmakers say that harms local businesses and overrides the state’s say on digital signs.

But others say Rapid City is becoming the billboard capital of the country and want the city to keep its control.

The bill now says any local government can “reasonably” regulate the outdoor advertising but can’t impose stricter regulations on public advertising than those placed by the state.

House members voted 61-7 for the bill, which now goes back to the Senate.
