Department of Transportation spokeswoman Carrie Bly tells The Dominion Post that the damage in Doddridge, Harrison, Marion, Monongalia, Preston and Taylor counties could be up to $4 million.

The patrol is cutting down on its use of the radio spectrum to comply with a federal “narrowbanding” deadline of Jan. 1, 2013, while also upgrading to digital technology and buying Motorola Solutions radios that will allow it to use a federal law-enforcement network.

Rep. Reuven Carlyle said the $40 million project wasn’t properly vetted before the Legislature approved the money last year, and he called for more study. But fellow Democrat Gregoire rejected that idea, saying in her veto message that there’s no money for it and that external review has already taken place.

The radio study was among several elements Gregoire nixed before approving the remainder of the transportation budget, which includes new and increased fees on drivers and vehicle dealers, including an 80 percent increase in the cost of a driver’s license and a $100 annual fee on electric cars.

The new money in the two-year, $9.8 billion budget approved last year is a far cry from the $3.6 billion increase in transportation funding over the next decade that Gregoire called for in January.

“I congratulate the Legislature for doing what they could do this year,” the governor said. “But let me be clear. Tomorrow we’re going to have to step up to this challenge as a state.”

New fees will raise $240 million in the next three years, with much of the money going to the state ferry system. Shipyards will be able to start work in December on a new 144-car ferry, Democrats said.

The rest of the new money will be spread among several uses, including the potential state Route 167 extension to the Port of Tacoma, which gets a modest $3 million for planning. Another $5.9 million in planning money goes to studies of six congested Interstate 5 interchanges in Thurston and Pierce counties near Joint Base Lewis-McChord.

RADIO UPGRADE

The supplemental budget includes $9.5 million for the State Patrol over the next year, including money for an extra class of 21 cadets and for fighting auto theft.

RICHMOND

The Virginia Senate passed budget legislation Monday that includes delaying tolls on the Midtown and Downtown tunnels until 2014, brushing aside McDonnell administration claims that the delay would violate contract law.

Republican senators rejected a proposal to require insurance coverage for newly mandated pre-abortion ultrasounds, a key budget demand of Democrats.

Both developments occurred as the General Assembly’s upper chamber approved a version of Virginia’s next two-year budget after a lengthy afternoon floor session, clearing the measure on a 35-4 vote.

The budget legislation goes to the House of Delegates, and then to a group of delegates and senators who will negotiate a compromise out of the two chambers’ competing budget visions.

The Senate plan is a variation on the $85 billion budget that Gov. Bob McDonnell proposed in December to cover the two-year period that begins July 1.

For South Hampton Roads, a key amendment is a provision to postpone collection of tolls on the Midtown and Downtown tunnels until January 2014, an action that would cost the state an estimated $125 million.

Car tolls of $1.84 during rush hours are to begin later this year, but they would be put off under an amendment offered by Sen. Louise Lucas, D-Portsmouth.

A long-term deal between the state and Elizabeth River Crossings LLC includes tolls to help pay for construction of a new Midtown tube, improve the existing tunnels and extend the Martin Luther King Freeway.

Outcries over that arrangement among Norfolk and Portsmouth residents have prompted calls for making the deal easier on drivers, or scrapping it and starting over.

The latter course is favored by Portsmouth Mayor Kenneth Wright, who was in Richmond on Monday to observe the toll debate.

“We want to kill the deal,” he said, saying it is unfair to Hampton Roads.

However, legislation to change a “legally binding contract would run afoul of established law,” a McDonnell spokesman said.

Senate Majority Leader Tommy Norment, R-James City County, said the Lucas amendment is bad public policy that undercuts a state panel charged with transportation planning.

SIOUX FALLS -— High fuel costs are causing airfare prices to creep up, and they’re not expected to fall anytime soon.

While businesses say the increases could hurt their bottom line, leisure travelers in South Dakota seem willing to cut back elsewhere to shell out more cash for vacations.

Traveling south from Huron to places such as Florida and California is a priority for Jeff and Kris Perry, who already make lifestyle adjustments so that they can travel. They’re willing to make even more.

“It’s deemed necessity to get out,” Kris Perry said Thursday at Sioux Falls Regional Airport before catching a plane to visit family in Indianapolis.

The $100-plus price on a barrel of crude oil that has pushed gasoline prices higher also pushes up the cost of jet fuel and has prompted airlines to raise ticket prices across their systems twice already this year.

Fares are up 4 percent since Jan. 1, calculates Rick Seaney, CEO of FareCompare.com, which closely monitors prices. He said prices rose 17 percent last year and expects airlines to continue increasing prices this year.

“Consumers need to readjust their expectations and what they consider to be a low fare,” said George Hobica, founder of Airfarewatchdog.com, which also monitors ticket prices.

Helen Boer noticed a big jump in airfares about a week ago within seconds of trying to book a trip to visit grandchildren in Baltimore. She clicked purchase for two round-trip tickets at $502 and got a message that said the price no longer was available. Instead, it was $655.

“Frankly, I would pay more, but that’s at the high end of what we’ve paid to visit them,” said Boer, officer manager for Lyons-based fire truck manufacturer Rosenbauer America.

But Boer said for business travel, high airfares could lead to increases in the overall price of goods. She said half to two-thirds of Rosenbauer’s customers fly in to see finished products before delivery, and the company factors the airline ticket into the price of the product.

“It’s bid out a year before the product is finally delivered, so if the price goes up, we end up absorbing the difference,” Boer said.

While reform of Michigan’s no-fault auto insurance law creeps slowly forward, Sen. Virgil Smith, D-Detroit, is crafting an intriguing proposal to allow discounted coverage for low- and modest-income drivers. It could be an interim cost-reducing strategy or part of the broader package of changes. Smith’s bill would allow someone making up to 300 percent of the federal poverty rate, a good driving record and vehicle worth less than $20,000 to buy auto insurance with a personal injury cap of $50,000 or $100,000.

AUGUSTA, Maine — Maine’s secretary of state has recommended doubling the number of supervised hours a driver with a permit must log before obtaining a driver’s license, and more than tripling the minimum fine for texting while driving.

In a report to the Legislature’s Transportation Committee, Secretary of State Charlie Summers also suggested that anyone under the age of 21 should hold a permit for one year instead of six months so they can experience “supervised driving time in all four of Maine’s seasons,” and called for increasing the age of an accompanying driver from 20 to 25.

Summers recommends doubling the number of supervised hours to be completed for those with a driver’s permit from 35 to 70.

On the penalty side, Summers wants to increase the minimum fine for texting while driving from $100 to $350, and increase the suspension periods for traffic infractions imposed to drivers who have juvenile provisional licenses.

Those recommendations — and several others — are the culmination of weeks of study by a technical review panel Summers commissioned to look at the state’s driver education system.

That panel held a number of community conversations across the state to hear suggestions and concerns.

During that time, Maine saw a rash of teen driving fatalities. Between Christmas and Monday, there were 12 fatal crashes, resulting in a total of 16 deaths, where the at-fault driver was between the ages of 15 and 24.

“There was near unanimity from the public for more severe penalties for young, inexperienced drivers who break the law, for mandating more time-behind-the-wheel experience before getting a driver’s license and modernizing driver’s education in order to address today’s challenges that drivers face,” Summers wrote.

It’s not likely that any changes will be made this legislative session, which is scheduled to end early next month. It’s more likely that the Transportation Committee will meet over the summer and fall to draft legislation for consideration by the next Legislature.

Summers said he envisions more work outside of his proposed changes to Maine law.

FRANKFORT, KY. — The Senate Transportation Committee approved a two-year road plan Monday in a move that changes the funding mix for the Ohio River Bridges Project.

Sen. Ernie Harris, a Crestwood Republican who is chairman of the committee, said the Senate’s $4.4 billion version fully funds Kentucky’s share of the project at the levels proposed in Gov. Steve Beshear’s plan and the one passed by the House.

The state’s portion would be funded with about $300 million in highway bonds that must be repaid at a later date. Those bonds would cover the removal of $100 million in traditional road funds for the project — part of the state’s overall federal allotment.

Transportation Secretary Mike Hancock said he has “a degree of discomfort” with the Senate’s approach, as it may threaten the state’s capacity to issue future highway bonds for the bridges and other work, such as the U.S 68/Ky. 80 bridge project in Western Kentucky.

“It’s not one of those things that you get money and you move forward. You get money, but you have to pay it back,” he said.

Hancock said his staff needs to analyze the plan and evaluate, among other things, the impact on financing costs for a new downtown interstate crossing at Louisville — Kentucky’s $1.3 billion share of the bridges project. He said he wasn’t briefed by anyone in the Senate before the plan was unveiled.

Harris said his chamber’s approach is “appropriate.” He said freeing up the traditional highway funds will allow them to be used for such projects as the widening a two-lane stretch of Interstate 65 north of Bowling Green. He said he believed the plan contains more money for the widening than does the House version.

“We are aware of the increased cost down the road, but we’re also aware that there are many immediate needs around the state and in Jefferson County,” he said.
