Gov. Rick Perry’s presidential campaign said Wednesday that it would reimburse owners of private jets an amount in the “five figures” one day after facing questions about whether it underpaid for using jets owned by wealthy donors, which could mean that the campaign may have received large, unreported in-kind contributions barred by federal election law.

The campaign’s outside general counsel, Bill Canfield, said he believed that fewer than 10 planes were involved and that the amount to be reimbursed was “in five but not six figures.” He said the campaign would amend its finance report filed last weekend and ask the Federal Election Commission for an opinion to resolve what he called differing interpretations of the relevant rules.

Until regulations were tightened a few years ago, presidential candidates could reimburse owners of private planes the amount of an equivalent first-class ticket. Now, candidates must pay jet owners what it would cost to charter an equivalent plane for the same trip. Mr. Perry’s campaign has been paying jet owners based on the number of seats used instead of the full cost of chartering a plane, as campaign-finance experts say is now required.

Private jets save candidates’ time, and the rule was changed amid concerns that the arrangement allowed wealthy supporters to effectively give candidates large in-kind political contributions by letting them use their aircraft for less money than equivalent charter flights.

A New York Times article on Tuesday reported on nine hours of flights the campaign took in August aboard a Cessna Citation X owned by Brian D. Pardo, a Texas businessman and Perry supporter who is under investigation for potential federal and state securities violations.

The Perry campaign reimbursed Mr. Pardo $21,000, but the true market value of the flights was closer to $60,000, independent charter companies suggested. Under current
