Shumlin, following the stop, asked Robinson to conduct a separate legal review of the state’s policy about dealing with undocumented immigrants, especially when troopers respond to farms, domestic-abuse cases and traffic stops.

Robinson said Wednesday evening that she is still collecting information and hopes to finish soon, but noted there are many parts to the review.

“We are moving forward,” said Robinson, who declined to impose a public deadline on herself.

Commission’s conclusions

The commission, which reviews conduct complaints about department personnel, met for about 90 minutes Wednesday afternoon with most of the meeting behind closed doors. Among those attending were Department of Public Safety Commissioner Keith Flynn and Vermont State Police Director Tom L’Esperance.

Sheahan said because of the length of the report, which she estimated as about one-inch thick, the commissioners were sent the report in advance of the meeting so they would be able to thoroughly review it and be prepared to ask question.

“It took a while to get through it,” Sheahan said

The commission concluded that Hatch acted properly during the traffic stop.

After pacing the truck’s driver, Hoag, for a short distance, Hatch signaled for the truck to pull over. Hatch approached the truck on the passenger side for safety reasons, but the passenger closest to the window did not immediately open it, prompting Hatch to knock on the window. The driver produced a license and registration that showed inconsistent addresses, according to a video of the stop.

The trooper’s observations included excessive nervousness and inconsistent answers on the part of the passengers as well as a failure to make eye contact, Sheahan said. She said based on Hatch’s extensive training, including in drug interdiction, he became suspicious about possible criminal
